We have written something of a handbook for people running a recruitment business.
Who this is for
・Everyone running a recruitment business
・Readers unsure how to run one
・Readers who want to grow theirs further
Our service overview for recruitment agencies is here
1. The business as a whole
Running a recruitment business takes the four capabilities in the diagram below: management, attracting candidates, winning vacancies, and operations.
Join those four up and keep the cycle turning, and the business should find its growth curve.
1.1 Attracting candidates
It takes marketing skill to bring registrations in steadily, and the spend to support it.
Attract candidates erratically — “CPA was ¥10,000 two months ago, ¥20,000 last month, ¥3,000 this month” — and you not only confuse support and the advisers, you leave management unable to judge whether to hire more people or adjust the spend.
Judge this capability in this order: ① volume ② quality ③ steadiness of volume ④ unit cost. Make the judgment in that order.
① Volume
The number of people registering for interviews each month.
④ matters too, but first you need enough volume to keep the career advisers busy. Forty interviews a month is normal for one adviser, so you need the registrations that produce 40 interviews — roughly 100.
② Quality
The conditions that are hard to place are: a foreign national, a medical history, a weak employment record, no real intent to move, or simply unreachable.
Quality by channel is ultimately judged on cost per placement.
Work out what each placement cost, and judge quality on that. Where an aggregator brings cheap traffic but no placements, you may simply be pouring support and adviser time into it.
③ Steadiness of volume
How much the monthly registration count swings.
The best example is affiliate marketing. It takes time to grow the registrations, but when it falls it falls slowly too.
The bad example is Indeed. We have heard of ¥2,000 a head for 200 people one month, then suddenly ¥5,000 a head for 100.
When volume is not steady, an owner cannot judge how many permanent advisers to hire, and growth stops.
And fundamentally,
steadying volume means spreading your channels,
which is the same theory as in gambling.
Scouting, affiliate, Google, Yahoo!, Meta, jobs sites, referral partners —
design the traffic to be spread across them.
1.2 Winning vacancies
However good you are at attracting candidates, without good vacancies to hold it is hard to put anything in front of someone who wants to move.
While you are wondering whether you have anything good, another agency has them.
In recruitment, the vacancies are everything.
That is put strongly, but just as the properties are everything in letting, the vacancies are everything in recruitment.
Winning vacancies yourself makes the following possible.
・You can use them on your own jobs site and in Meta and display advertising, so you attract more candidates
・You have the relationship directly, so you know how to close
・You can secure slots in advance, with a retainer for instance, and shut competitors out
All of that becomes possible.
Candidates will come if you send scouting messages.
Vacancies come from corporate sales — cold calling and working your connections — which takes time, and so is a high barrier to entry. Build your own vacancies up steadily.
1.3 Operations
These are the key success factors for holding candidates, putting your own vacancies to them, and turning that into revenue and profit. Track the following.
・Is support holding 50% of interviews arranged and 70% held?
→ If not, check whether there are enough support staff, whether the booking form is embedded, and whether the advisers have enough free slots.
・Are the advisers holding a 10% placement rate from interviews?
→ If the firm as a whole is not, there are too few genuinely live vacancies. If it varies by person, adviser training is not reaching them.
・Is the recruiting advisers’ fee per placement where you wanted it?
→ If not, there is a good chance you are selling cheap. As the market stands in 2024, 35% is normal for an experienced hire and around ¥800,000 even for a graduate. Are you skipping the price negotiation because you want the contract?
Check these weekly, and set the direction for support, career advisers and recruiting advisers from there.
1.4 Management
The management capability needed to keep attracting candidates, winning vacancies and operations turning smoothly.
It takes judgment about where to put capital, resolving the problems of management, and following the figures — the ultimate goal, the key success factors, the indicators — through a cycle of review and improvement.
Three points matter in how you think about it.
- How long does it take a newly hired adviser to reach ¥2m of monthly revenue? (six months is the guide)
- Can you reliably produce the 40 new interviews to feed that adviser?
- Do you hold the vacancies the firm needs to maintain a 10% placement rate?
There is more besides, of course — support (carrying a registration through to an interview), engineering (the reporting), administration — but all of it exists to satisfy those three.
Finally, branding. Structurally this is a matching business, so the sense of purpose can thin out.

2. Attracting candidates through digital marketing
Our representative, Imamura, spent eight years running a recruitment agency he founded, and wrote our theory of marketing for the business: The complete guide to recruitment marketing.
It runs to 20,000 characters, but do read it.

On advertising strategy in recruitment, see also click here this article. Among the many methods there is an order of priority, and there are ways of making each work.
We build jobs sites and do the SEO for them, and we have collected what we know about building one. A jobs site is essential for anyone working with experienced candidates.
A jobs site needs vacancies, searchability and crawlability, and the SEO work has to be done properly.

On the SEO of article content in the content marketing you run on a jobs site or your own publication, see click here this article.
It covers not only why content marketing is worth doing and what it gives you, but how the articles are actually written, with examples.
And whatever the size of the business, the landing page is the base of everything you do to attract candidates.
Double the CVR and the cost per registration halves. Raising CVR not only brings more conversions, it helps the advertising’s machine learning — so it is a key element in attracting candidates steadily.

In most cases you will end up commissioning an advertising agency, but it is hard to know what to base that decision on.
The article below has points that apply beyond Search advertising that case too, so do use it as a reference.
How to choose a search advertising agency, and what to check before you commission one.
Affiliate advertising is often the next channel chosen after search and Meta advertising.
It reaches candidates whose intent is rising and who are comparing agencies — from those just starting to think about a move to those seriously considering one.
The article below is aimed at readers from beginner to intermediate in affiliate advertising.
Affiliate advertising for recruitment: what it does, how to run it, and which networks to use [2026]
Indeed advertising can, in some fields, be a central pillar of attracting candidates.
Recent updates favouring direct employers have made it harder for agencies to use Indeed.
For readers who still want to try it, see the article below.

And then there is candidate nurturing, which has newly come to matter.
Candidates used to be treated as fleeting: if a registration did not lead to an interview or a placement, it was normal to make no further approach.
With competition for people intensifying, you are now expected to nurture the candidates you have won and approach them again when their intent rises.
That requires a CRM with marketing automation.
The one drawing attention as full-featured, easy to use and well suited to the recruitment business is HubSpot HubSpot.
The article below explains how HubSpot can serve as the CRM for a recruitment business.

Many readers will already be using PORTERS as their recruitment CRM.
We heard from many of them that they wanted matching in PORTERS and marketing and sales automation in HubSpot, so wean API integration service between HubSpot and PORTERS.launched this.

3. Marketing and sales to win vacancies
Winning vacancies used to mean calling, getting an appointment, going to dinner.
Since the pandemic, contact between companies has moved online too, and vacancies are now won online as well as off.
Adding marketing methods to the sales effort is what lets you win in today’s competition for vacancies. The article below sets out the methods by stage of the business.
B2B marketing for recruitment agencies: 12 ways to win vacancies [2026]
Winning vacancies is B2B, and for readers wondering what B2B digital marketing actually involves, we wrote the following.
It is written for B2B companies generally, so much of it should carry over to winning vacancies in recruitment.

We said nurturing matters in marketing to candidates; it is just as valuable on the B2B side of winning vacancies.
A CRM with marketing automation lets you win inbound enquiries from employers, and sales force automation makes the selling as efficient as possible.

4. What grows a recruitment business is its own hiring
To avoid “we attract candidates but have nobody to handle them, nobody to win vacancies”, you need to hire to a plan and bring in good people.
With a shortage of people nationwide, hiring is hard.
Winning good people and beating the competition now requires recruitment marketing of your own.
The article below collects what we have learnt supporting that work.
Let us get through an era of hard hiring and digitisation, and grow the business.
